SPECIAL BENEFIT OPEN ENROLLMENT
IBX effective 9/1/24
-
The Special Open Enrollment period will open and run
from July 1, 2024 through July 19, 2024.
The Special Open Enrollment period has been set to make the change to
Independence Blue Cross - Personal Choice (IBX).
Elections made during this Special Open Enrollment period are effective from September 1st - June 30th.
We will be utilizing PowerSchool Employee Records to complete our Open Enrollment Process.
You will be assigned the Benefit Election Form on July 1st!
-
You will receive an email from PowerSchool on July 1st
to begin the Special Open Enrollment Process!
What can I change during this Special Open Enrollment?
During this Special Open Enrollment you may:
- Keep your current benefit options the same (for example PPO 20/40) but with the new insurance carrier, IBX.
- Make a change to your benefit plan. If you would like to switch your current option, you can select a new benefit plan.
- Add or remove dependents - spouse and/or child(ren)
- Decide to waive coverage
What will I be required to do during Open Enrollment?
Similar to our recent open enrollment, all benefit eligible staff will be sent the Benefit Election Form to complete through PowerSchool Records. In this form, you will designate if you would like to keep all benefit elections the same as you have currently or if you wish to make a change. Once you submit the form, if you elect to make a change, we will send you the necessary change form. If you do not wish to make any changes, you are all set and do not need to do anything else.
What happens if I wish to make a change to my health insurance election(s)?
Once you indicate your wish to make a change on the Benefit Election Form, we will assign you the necessary benefit enrollment form for you to complete. This form will allow you to change your health benefit election(s) or to add/remove any dependents.
Where can I see my current health insurance election(s)?
You can view your current election(s) in PowerSchool Records, select the Files tab, and then look in the Benefit Enrollment folder. You will see the form you completed last year. You can also look in the Employee Access Center under Deductions and Benefits.
What has changed?
Other than the rate changes, there are a few other differences to note:
- The benefit plans under IBX are matched to the coverage we had under Aetna, there may be small differences.
- We have confirmed that Vision Eye Exams are covered under the IBX plans.
- The District is working on developing a Wellness program. Stay tuned for details.

I don't have access to a device to complete the Special Open Enrollment. What can I do?
We have set up Special Open Enrollment In-Person Sessions for staff to stop in and use a District device to complete the Open Enrollment process if needed. A representative from IBX will also be here to answer any benefit related questions specific to your health care needs.
Stop in the Administration Building in Fallsington on the following dates and times listed below:
Tuesday, July 2nd - 10:00 a.m to 2:00 p.m.
Tuesday, July 9th - 10:00 a.m to 2:00 p.m.
Tuesday, July 16th - 10:00 a.m to 2:00 p.m.
I didn't complete my Benefit Election form in time. What will happen?
We know summer is a difficult time to complete Open Enrollment, so if for some reason you are not able to complete the Benefit Election Form, don’t worry. Human Resources will automatically enroll employees who are unable to complete the Open Enrollment forms into the IBX plan that matches their current Aetna plan election. This will ensure that all employees who currently have District benefits will maintain health coverage come September 1st.
If I waive my Medical/Prescription RX coverage is there anything else I need to do?
If you selected to waive during the Open Enrollment period in May, completed your Benefit Waiver form, and still wish to waive your Medical/RX coverage - after you complete the Benefit Election Form, then there is nothing else you need to do!
If you currently take benefits and would like to waive your Medical/RX coverage effective 9/1/24, then once you have confirmed that you wish to waive your Medical/Prescription RX coverage, you will be assigned the Benefit Waiver form through Power School Records. This form must be completed annually in order to receive the stipend.
